I don't think we can say that, though, at least in the way you mean. All democracies by their nature insure that all opinions are heard (everyone votes in some fashion). This could include democracies where no one is permitted to own personal property, which I would consider a moral/personal right. For example, the early religious and 60s attempts at communes within the US. Tying the moral foundation to the concept of a democracy in these cases made the democracy not a democracy.
