I'm very reluctant to name any particular right nescesary in order for a system to be a democracy - that is why I refer to them as "individual civil rights". The right to property is a good example of this - a lot of people would argue that you could have a democracy without individual property. On the other hand a society run by majorities in which disagreeing with the majority could mean that you would be denied acces to shared resources would certainly not be a democracy.

But I still believe that we need to consider individual rights as an inherant part of democracy, even if we might be able to list different sets of individual rights that could all serve as foundations of democracy.
